De gemeente Hoorn heeft een taakstelling en inspanningsverplichting voor de opvang van diverse doelgroepen binnen de vluchtelingenopvang. Om hieraan invulling te geven, wordt het kantoorpand Gebouw C te Hoorn getransformeerd tot een opvanglocatie voor circa 190 personen, voor een tijdelijke periode van circa 10 jaar.
