De gemeente Hoorn zoekt een ProRail erkend ingenieursbureau om samen met haar en ProRail binnen de kaders van de Tunnelalliantie (een ketensamenwerking tussen initiatiefnemers, ProRail en specifiek erkende aannemers voor het realiseren van spooronderdoorgangen) een overdrachtsdossier te realiseren. Het resultaat van de opdracht is een OD dat door ProRail wordt geaccepteerd en in de volgende fase door die organisatie wordt omgezet in een aanbestedingsdossier.
