Description

De Opdracht betreft een dienst in overeenstemming met de Aanbestedingswet 2012 en omvat in hoofdzaak: Inzetten van fysieke beveiliging in combinatie met hostmanship op de locaties van de gemeente Hoeksche Waard: Oud-Beijerland en Maasdam. Tegelijkertijd heeft de gemeente de rol van de beveiligingsmedewerker uitgebreid tot een gastvrije, digitaal vaardige host(ess). Behalve het toezien op de veiligheid, biedt de beveiliger ondersteuning bij de ontvangst en begeleiding van bezoekers. De totale omvang (voor vier (4) jaar) van de Opdracht bedraagt ca. € 546.000,- exclusief btw. De omvang is gebaseerd op historische cijfers en een spendanalyse over de afgelopen jaren. De huidige raming is gebaseerd op de inzet van vier (4) vaste beveiligers en twee (2) flexibele beveiligers. De gemeente onderzoekt echter de mogelijkheid om de inzet van beveiligers in de komende jaren uit te breiden, onder andere door op de locatie Maasdam, aanvullend op de huidige inzet in Oud-Beijerland, structureel beveiligers in te zetten. Indien deze ontwikkeling wordt doorgevoerd, kan de benodigde formatie ongeveer verdubbelen. Een dergelijke uitbreiding brengt naar huidige inzichten een additionele jaarlijkse kostenpost van circa € 88.000,- exclusief btw met zich mee. Over een periode van vier (4) jaar betekent dit een potentiële ophoging van circa € 352.000,- exclusief btw, waarmee de totale waarde van de opdracht (voor vier (4) jaar) kan oplopen tot circa € 898.000,- exclusief btw. Vanwege jurisprudentie (Arrest ECLI:EU:C:2018:1034) is de Aanbestedende Dienst verplicht om in haar aanbestedingsdocumenten een maximum aantal deelopdrachten en/of een maximumbedrag op te nemen. Voor deze Opdracht geldt een maximale waarde van € 1.796.000,- exclusief btw over de gehele looptijd, inclusief eventuele verlengingsopties (voor acht (8) jaar). Indien binnen de contractduur de maximale waarde van € 1.796.000,- exclusief btw wordt bereikt, zal de Overeenkomst bij het bereiken van voornoemde maximale waarde van rechtswege eindigen. De grens van de omvang van de Overeenkomst staat los van de eventuele looptijd of contractduur. Bovengenoemde bedragen en/of aantallen zijn slechts ter indicatie. Ondernemers kunnen aan deze schattingen geen rechten ontlenen.
