De gemeente beschikt over een omvangrijke vastgoedportefeuille, waaronder gebouwen en percelen grond (hierna te noemen onroerend goed), die wordt ingezet ter realisatie van maatschappelijke doelstellingen op onder andere het gebied van cultuur, welzijn, sport en onderwijs: maatschappelijke doelstellingen. De Vastgoedorganisatie Utrecht (hierna: VGU) vervult namens de gemeente de eigenaarsrol ten aanzien van dit onroerend goed. Als gevolg van onder meer mutaties, herontwikkeling, verkoop of gewijzigde beleidsinzet kan gemeentelijk onroerend goed tijdelijk leeg komen te staan. Daarom vindt de gemeente het belangrijk dat het onroerend goed veilig wordt beheerd, waarbij ook rekening wordt gehouden met het minimaliseren van de beheerskosten. Ook vindt de gemeente het belangrijk dat het onroerend goed maatschappelijk wordt benut, tenzij dat niet mogelijk is. €400.000,- over 4 jaar.
