De provincie Limburg heeft als toezichthoudende overheid de verantwoordelijkheid om zich richting het Rijk te verantwoorden over de voortgang van de uitvoering van de door de Europese Unie opgelegde Kaderrichtlijn Water (KRW). Onderdeel van deze KRW-opgave is het treffen van maatregelen om gemeentelijke riooloverstorten op oppervlaktewater te saneren, conform geldende richtlijnen en op basis van ecologische toetsing van het betreffende oppervlaktewater. het Gelet op de achterblijvende uitvoering van onder meer de gemeentelijke KRW-opgave - als gevolg van uiteenlopende oorzaken - heeft de provincie Limburg, met als doel de realisatie van deze opgave te versnellen, Aanvalsplan Waterkwaliteit vastgesteld. Binnen dit aanvalsplan wordt projectondersteuning aangeboden aan gemeenten ter bevordering en versnelling van de uitvoering van de gemeentelijke KRW-maatregelen. Aangezien de provincie Limburg deze projectondersteuning niet zelf kan leveren, dient hiervoor inzet plaats te vinden van externe deskundige partijen. Met deze Europese aanbestedingsprocedure beoogt de Provincie Limburg namens de deelnemende gemeenten per perceel één deskundige opdrachtnemer te selecteren voor het leveren van projectondersteuning aan de gemeente waarop het betreffende perceel betrekking heeft. Na afronding van de aanbestedingsprocedure sluit iedere deelnemende gemeente voor haar eigen perceel een raamovereenkomst met de voor dat perceel geselecteerde opdrachtnemer(s).
