In aanloop naar de stelselwijziging (van lokale omroepen naar streekomroepen) ondersteunt NLPO lokale omroepen bij deze transitie , onder meer door inzet van modeldocumenten, het NLPO-kenniscentrum, landelijke informatiebijeenkomsten en de inzet van kwartiermakers. De kwartiermakers begeleiden lokale omroepen bij samenwerking en fusie richting streekomroepen. Daarnaast ondersteunen zij bij professionalisering op thema’s zoals journalistiek, organisatieontwikkeling, en bestuur en governance. De kern van de opdracht bestaat uit adviseren, begeleiden, het aanjagen van samenwerking en het ondersteunen bij het maken van een professionaliserings- en ontwikkelplan. De totale inhuurkosten per kwartiermaker is voor 2026 begrensd tot € 47.600. NLPO gaat uit van een uurtarief van minimaal € 80 per uur (ex BTW) en maximaal € 85 per uur (ex BTW). NLPO rekent op ongeveer 20 uur per week.
