Het onderwerp van deze aanbesteding is de datagedreven controleaanpak. De NLPO is voornemens een geïntegreerde en toekomstbestendige controleaanpak in te richten voor 81 samenhangende publieke entiteiten (80 lokale omroepen en de NLPO). De NLPO streeft naar een controleomgeving waarin gegevensuitwisseling, data-analyse, rapportage en governance op een uniforme wijze plaatsvinden. Het doel hiervan is om versnippering van controlemethoden te voorkomen, administratieve lasten voor de lokale omroepen te beperken en de vergelijkbaarheid van financiële verantwoordingen tussen entiteiten te vergroten. De datagedreven jaarrekeningcontrole en aanvullende assurancewerkzaamheden worden vanaf 1 januari 2027 (controlejaar 2027) uitgevoerd voor de NLPO en een aantal pilotomroepen. Vanaf 2028-2029 wordt deze aanpak uitgerold naar alle deelnemende lokale omroepen en de NLPO (in totaal 81 entiteiten). De datagedreven accountantscontrole zal gefaseerd worden uitgevoerd. Het onderwerp van deze aanbesteding is de datagedreven controleaanpak. Omdat de sector nu in een transitiefase zit waarbij de NLPO beoogd per 1 november 2026 in de wet is opgenomen en de 80 lokale omroepen pas per 1 januari 2028 een aanwijzing hebben zal de uitrol gefaseerd dienen plaats te vinden.
