Predmet nabave je izrada novog elektroničkog sustava Hrvatske zaklade za znanost za prijavu projektnih prijedloga, vrednovanje i praćenje financiranih projekata. Hrvatska zaklada za znanost (HRZZ) kao Naručitelj, središnja je nacionalna organizacija za financiranje znanstvenih, visokoškolskih i tehnoloških programa i projekata u Hrvatskoj. Svake godine HRZZ raspisuje niz natječaja za potporu znanstvenim istraživanjima čime se osigurava stabilno financiranje istraživačkih skupina koje se bave međunarodno i/ili nacionalno značajnom znanstvenom problematikom koje kroz temeljna, primijenjena ili razvojna istraživanja stvaraju nova i unaprjeđuju postojeća znanja. Kako bi se osigurali odabir i financiranje najboljih projekata, HRZZ je razvio postupak vrednovanja projektnih prijedloga koji se temelji na međunarodno prihvaćenoj praksi istorazinskog vrednovanja (engl. peer review), u kojem sudjeluju znanstvenici iz Hrvatske te iz inozemstva. Postupak prijave na natječaje HRZZ-a, vrednovanje i odabir projektnih prijedloga te praćenje provedbe ugovorenih projekata odvija se preko Elektroničkog sustava za prijavu i praćenje projekata (dalje u tekstu: EPP sustav). Pritom, postojeći EPP sustav izrađen je 2011. godine te je tijekom godina nadograđivan nekoliko puta. Ukupni serverski prostor koji trenutačno zauzima je ~720 GB. Ukupni broj aktivnih registriranih korisnika u sustavu je 21.875, dok na godišnjoj razini sa sustavom radi oko 7.000 korisnika u raznim ulogama te 30-ak djelatnika HRZZ-a. Međutim, nastavno na navedeno, potrebno je izgraditi novi modularni sustav koji Naručitelj može samostalno prilagođavati tipu natječaja, vrsti postupka vrednovanja i uključenim korisnicima. Sustav mora omogućiti da Naručitelj iz unaprijed definiranih elemenata odabire elemente koji će se koristiti u pojedinom natječajnom roku (npr. kriteriji za provjeru prihvatljivosti prijavitelja, kartice odnosno obrasci koje korisnik popunjava, obvezna polja, dokumentacija za učitavanje i sl.).
