Grupa 1 obuhvaća usluge povezane s pismovnim pošiljkama, preporučenim pošiljkama, pošiljkama s označenom vrijednosti, paketima do 10 kg, te dopunskim poštanskim uslugama u unutarnjem i međunarodnom prometu.; Grupa 2 obuhvaća usluge povezane sa žurnim paketima, tiskanicama, izravnom poštom, pošiljkama s plaćenim odgovorom te dopunskim poštanskim uslugama u unutarnjem i međunarodnom prometu.
