Koncesionar je dužan izgraditi i opremiti Zgradu 3 na način da ista bude prikladna za funkciju muzeja (arheološkog paviljona) te za obavljanje muzejske djelatnosti sukladno važećim propisima. Objekt uobičajenog naziva „Zgrada 3“ predviđen je za uspostavu i obavljanje muzejske djelatnosti kao arheološkog paviljona.
