Die NRW.URBAN GmbH & Co. KG ist geschäftsbesorgender Liegenschaftsverwalter für das Ministerium für Heimat, Kommunales, Bau und Digitalisierung (MHKBD). Sie verwaltet u.a. das leerstehende Gebäude der ehemaligen Polizeischule in Neuss. Die Polizeischule hat das Gebäude 2017 leer gezogen. Die technischen Gebäudeanlagen wurden danach stillgelegt und nicht weiter gewartet. Dies umfasst u.a. die Aufzugsanlagen, die Heizungs-, die Trinkwasser- und die Lüftungsanlagen. Seitdem wurden die Anlagen nicht mehr gewartet. Die Brandschutz- und Lüftungsanlagen entsprachen 2017 nicht mehr den gesetzlichen Bestimmungen bzw. hatten wesentliche Mängel und müssen überarbeitet werden. Das Gebäude umfasst 8 oberirdische Stockwerke und zwei Kellergeschosse mit einer Großgarage.
