Додатково до інформації, визначеної Порядком формування та використання електронного каталогу, затвердженим постановою Кабінету Міністрів України від 14 вересня 2020 р. № 822 (Офіційний вісник України, 2020 р., № 75, ст. 2407), у запиті пропозицій постачальників зазначено вимоги до товару та постачальника, а саме: вимога щодо відповідності ступеню локалізації виробництва, встановленому пунктом 6-1 розділу X “Прикінцеві та перехідні положення Закону України “Про публічні закупівлі”; вимога щодо надання постачальником (на стадіях подання пропозиції та виконання договору про закупівлю) посилання на відповідний товар, включений до переліку локалізованих товарів, або документа, що підтверджує походження товару з відповідної країни; вимога щодо обов’язку постачальника, який не є виробником товару, надавати замовнику документи, що підтверджують ступінь локалізації виробництва, зокрема інформацію про всіх суб’єктів господарювання, залучених до ланцюга постачання між виробником товару та постачальником. Інформація про суб’єктів господарювання, залучених до ланцюга постачання, повинна містити: найменування, у тому числі скорочене (за наявності) (для юридичної особи), або прізвище, власне ім’я, по батькові (за наявності) (для фізичної особи) суб’єкта господарювання; ідентифікаційний код в Єдиному державному реєстрі підприємств та організацій України (для юридичної особи) / реєстраційний номер облікової картки платника податків або серія (за наявності) та номер паспорта (для фізичних осіб, які через свої релігійні переконання відмовляються від прийняття реєстраційного номера облікової картки платника податків та офіційно повідомили про це відповідному контролюючому органу і мають відмітку в паспорті); документи, що підтверджують його участь у постачанні відповідного товару (договір, акти приймання передачі, видаткові накладні, сертифікати тощо). У разі зміни суб’єктів господарювання, залучених до ланцюга постачання товару, постачальник до здійснення постачання повідомляє про це замовнику та надає оновлену інформацію і документи щодо таких суб’єктів господарювання. У проекті договору про закупівлю, що є складовою частиною запиту пропозицій постачальників, зазначена вимога щодо відповідності ступеню локалізації виробництва, встановленому пунктом 6-1 розділу X «Прикінцеві та перехідні положення» Закону, а також вимога щодо надання постачальником (на стадії подання пропозиції) та постачальником (на стадії виконання договору) посилання на відповідний товар, включений до переліку локалізованих товарів, або документа, що підтверджує походження товару з відповідної країни.
