La présente consultation concerne un marché de conception réalisation avec suivi des performances, pour la réhabilitation en milieu occupé de 312 logements situés au 2-4-6-8 rue Salluste, 26-28 rue Horace, 1-3-5 rue Horace, 11-13 rue Horace, 15-17 rue Horace et 58-60-62-64 rue Virgile à STRASBOURG dans le quartier du Hohberg, y compris l’interface locataires. La spécificité du projet nécessite d’allier des compétences techniques dans l’établissement des études et l’exécution des travaux de réhabilitation- d’où le lancement de l’opération de réhabilitation en marché de conception-réalisation en application de l’article L.2171-2 du Code de la Commande Publique. Le marché a pour objet principal la rénovation et l’amélioration de la performance énergétique et environnementale des bâtiments. Objectifs à atteindre : • Atteindre à minima le niveau BBC Rénovation Résidentiel 2024 (arrêté du 03/10/2023) ; • Atteindre un gain minimum de 40% d’énergie et de 80kWh/an/m² entre les consommations conventionnelles d’énergie primaire du bâtiment avant et après réhabilitation pour le chauffage, l’eau chaude sanitaire, l’éclairage et les auxiliaires avec la méthode 3CL pour l’obtention de l’éco-prêt ; • Atteindre un gain minimum de 70% d’émission à effet de serre avec la méthode 3CL pour la bonification de l’éco-prêt ; • Atteindre des performances énergétiques intrinsèques notamment étanchéité à l’air • Atteindre et justifier des performances réelles de réduction de consommation énergétique, • Atteindre un objectif d’économie circulaire dans le cadre des travaux de minimum 1% de matériaux et équipements de réemploi intégré en valeur financière du montant HT des travaux du chantier Pour la phase candidature, la description des travaux est décrite au sein du pré-programme .
