Description

Le poste de Javel, sis 57 rue de Javel à Paris, doit faire l'objet d'une réhabilitation aboutissant à une restructuration majeure du site. RTE s'est engagé à rendre ces installations résilientes à un scénario de crue de type "R1.15". De plus, le poste sous enveloppe métallique (ou PSEM) actuellement en exploitation doit faire l'objet d'un renouvellement en raison de son obsolescence, de même que les installations de contrôle-commande afférentes (renouvellement en technologie "Smart Electre). Enfin, RTE fiabilisera le schéma d'exploitation de ce poste. Afin de répondre à ces objectifs, il est nécessaire de procéder à une modification des structures internes du bâtiment "historique" précité, qui fera l'objet de travaux de démolition lourds (démolition des R+2 et R+3), suivis de la construction de niveaux abritant le futur PSEM envisagé, ainsi que les installations de télécommande, relayage et conduite qui s'y rattachent, et du remaniement des structures inférieures pour le passage des câbles 225 kV d'alimentation du PSEM. Le périmètre technique de la présente consultation englobe l'ensemble des travaux ayant pour finalité la réalisation des futurs ouvrages (absence d'allotissement). Le poste électrique de Javel restera en exploitation pendant toute la durée des travaux de gros œuvre. L’accès aux exploitants devra à ce titre être garanti 24 heures sur 24. La présence d’équipements électriques sensibles devra être prise en compte dans le cadre des modes opératoires et moyens utilisés. En raison de la localisation du poste à réhabiliter (zone urbaine très dense et touristique), RTE fera preuve d'une vigilance particulière s'agissant du respect des engagements du futur Titulaire en matière de prévention des nuisances diverses découlant de l'exécution des travaux (notamment sonores), mais également de sécurité et protection des personnes. Les enjeux de protection de l'environnement donneront également lieu à une surveillance de RTE. S'agissant des jalons principaux de l'opération, RTE envisage un début d'exécution des travaux au mois de juillet 2025 (précédée d'une phase de réalisation d'études d'1 à 2 mois). En raison des contraintes d’exploitation, RTE envisage une première phase de démolition/reconstruction des niveaux R+2 et R+3 entre juillet 2025 et décembre 2026, puis une seconde phase de remaniement des niveaux inférieurs entre mai 2027 et août 2027.
