Description

La consultation a pour objet : la déconstruction et la construction d'un nouvel EHPAD de 102 lits, comprenant notamment, 88 lits d'EHPAD classique, 14 lits de l'Unité d'Hébergement Renforcée (UHR) ainsi qu'un Pôle d'Activités et de Soins Adaptés (PASA) pouvant accueillir 14 personnes. Le marché à conclure est passé selon une procédure de dialogue compétitif en application des articles L.2124-4, R.2124-3 3° et R.2161-24 à R.2161-31 du Code de la commande publique (CCP). Il permettra d'assurer outre la déconstruction et la conception selon l'article R 2124-3 alinéa 3, la construction, l'exploitation et la maintenance du bâtiment afin d'assurer que les objectifs de développement durable soient atteints et que le bâtiment respecte les objectifs fixés. Les modalités d'organisation de la procédure sont décrites dans l'article 1.7 du Règlement de Consultation. Dans le cadre de la démarche qualité et des conventions tripartites signées avec le CD06 et l'Etat, le CCAS s'est engagé, depuis 2006, dans un ambitieux programme de restructuration et d' humanisation de ses établissements d'hébergement pour personnes âgées. Après deux opérations d' extension et de réhabilitation d'EHPAD, réalisées respectivement en 2009 et 2012, le CCAS porte à présent un nouveau projet de même nature, qui concerne l'établissement dénommé « BARETY » sur une parcelle aujourd'hui construite d'un bâtiment de 6 900 m² environ et datant du début des années 70, située au coeur du quartier St Roch à Nice. Le bâtiment est aujourd'hui occupé par les Forces Sentinelles qui auront quitté le site avant le démarrage des travaux de la présente opération. Le projet prévoit la déconstruction de ce bâtiment et la construction d'un EHPAD de 102 lits, composé des unités et services suivants : - 88 lits d'EHPAD - 14 lits d'UHR - 14 places de jour pour le Pôle d'activités et de soins adaptés (PASA) - Des services administratifs, logistiques, techniques nécessaires au fonctionnement de l'établissement. Les surfaces concernées sont : - Déconstruction d'un bâtiment de 6 900 m² environ - Construction d'un bâtiment de 4 500 m² utiles - Unité foncière de 1 540 m². Le projet se situe sur un site particulièrement étroit qui impose de fait une répartition des lits sur plusieurs niveaux et une optimisation de l'occupation foncière pour libérer des surfaces de jardin et d' espaces extérieurs logistiques. Le montant des travaux est évalué à 18 000 000 Euros HT travaux. Le lieu d'exécution des prestations est : 6, Ruelle Saint Roch 06 300 Nice. La "Description des missions" est présentée dans l'article 1.5.2 du Règlement de Consultation.
