L'objectif du présent marché est le suivant : - Identifier et intégrer la nature et les caractéristiques des sols, identifier les principales problématiques liées à l'eau : niveau et fonctionnement de la nappe phréatique ou de présence d'eau notamment ; afin d'évaluer les modalités et les conditions techniques ainsi que la faisabilité financière des futurs aménagements et constructions. - Définir les modalités optimisées d'adaptation au contexte géotechnique et chiffrer leurs coûts ou surcoûts au regard du projet d'aménagement retenu dans une optique de cession des terrains à un aménageur/opérateur. - Définir les principes généraux de l'adaptation des futurs ouvrages au terrain. A ce titre, il est nécessaire de rappeler que l'EPF n'a pas vocation à aménager les sites ou réaliser des travaux, en dehors de mesures de gestion courantes, de démolitions ou de campagnes d'archéologie préventive notamment. Il n'est pas maître d'ouvrage final mais peut assurer des missions de proto-aménagement et se doit dans tous les cas de sécuriser dans ses projets, toutes les conditions (techniques, procédurales, juridiques, financières) de sorties opérationnelles des « fonciers-projets » qu'il met sur le marché
