Fiabilisation des informations comptables réglementaires des organismes de logement social Le marché a pour objet la fiabilisation des documents annuels et états financiers (DAEF, aussi appelés états réglementaires) des Organismes de Logement Social (OLS) réglementairement exigés par le Ministère en charge du logement pour les exercices comptables 2025 et 2026, téléversées en 2026 et 2027 sur l'application Harmonia, système d'information mis en place en 2010 pour la collecte de ces DAEF. À l'issue de chaque campagne de collecte des DAEF, une fois que les données comptables des organismes sont analysées et validées, le prestataire produit un rapport faisant le compte rendu de la campagne, soulignant les anomalies rencontrées dans les DAEF et sur l'application de collecte, et proposant des pistes d'amélioration pour la campagne suivante. Le marché a également pour objet une prestation de conseil en expertise comptable et financière, pour, par exemple, travailler sur l'évolution des instructions comptables et des documents annuels et états financiers, la fiscalité des OLS ou des opérations d’absorption, de fusion ou de rapprochement, ou encore la compréhension des conséquences concrètes des évolutions du cadre juridique du logement social.
