Né le 1er janvier 2018 de la fusion de ViennAgglo et de la Communauté de communes de la Région de Condrieu, le territoire compte 96450 habitants (population municipale au 1er janvier 2025) répartis sur 30 communes, 18 en Isère et 12 dans le Rhône. A ce jour Vienne Condrieu Agglomération autorité organisatrice de la mobilité sur son territoire, exerce cette compétence au moyen d'un contrat de concession de service public. Les services susceptibles d'être concernés par l'attribution se composent de 8 lignes régulières, des lignes scolaires et de services de transport à la demande, ce qui représente la production annuelle d'environ 1.8 millions de kilomètres commerciaux ainsi que du covoiturage et des services vélos
