Concession de service public pour la fourniture de services de transport ferroviaire de voyageurs sur le lot Paris - Dijon - Lyon - Numéro de référence : 2025-05S12-001 Il s'agit d'exploiter, dans le cadre d'un contrat de service public attribué après mise en concurrence, le service du lot Paris - Dijon - Lyon correspondant à la mise en oeuvre de circulations commerciales ferroviaires d'un volume annuel global de 4,1 millions de trains-kilomètres avec une évolution possible de l'offre à travers une desserte intervilles entre Paris-Bercy, Dijon-Ville et Lyon Part-Dieu. Le lot se verra affecté de 29 matériels automoteurs Z54500 électriques d'une capacité de 355 places assises chacun mis en service en 2022 pour seize d'entre-eux, en 2023 pour les huit suivants et en 2027 et 2028 pour les cinq derniers. Pour l'organisation de ces services, l'exploitant s'appuiera sur les matériels et installations dont la Région est propriétaire. Les missions du futur concessionnaire sont les suivantes : - L'exploitation proprement dite des services de transport - c'est-à-dire la traction, l'accompagnement et la gestion opérationnelle des trains - est confiée à l'exploitant sur la ligne qui constitue le lot décrit ci-dessus. - La maintenance courante du matériel roulant (niveaux 1 à 3) est confiée à l'exploitant qui se verra mettre à disposition un parc de matériel et des installations de maintenance. L'exploitant organisera avec SNCF Réseau ses demandes de voies de stockage du matériel dans les sites ou l'exploitation le nécessite. - La commercialisation du service et la distribution seront organisées par la Région. En revanche, l'exploitant se verra rattacher les personnels des guichets des gares. Ceux-ci pourront également assurer des missions de gestion de premier niveau des outils de distribution en gare. - la Région BFC fait le choix de maintenir la gestion des gares à SNCF Gares & Connexions. SNCF Gares & Connexions adaptera son organisation au nouveau contexte : exploitation en direct ou sous-traitance aux opérateurs ferroviaires ou autres prestataires. La Région mettra à la disposition de l'exploitant les outils de distribution et de services aux voyageurs déployés sur le réseau régional. La durée du contrat est de 10 ans à compter du début du service, avec une prolongation possible de 3 ans à l'initiative de la Région. L'exploitant sera obligatoirement une entreprise ferroviaire titulaire de l'agrément et du certificat de sécurité. Une compensation pourrait être accordée par la Région à l'exploitant en contrepartie de l'exploitation du service en lien avec le niveau de fréquentation et les recettes. Les personnels actuellement affectés à ce lot pourront bénéficier de la poursuite de leurs contrats de travail et des garanties attachées conformément aux articles L. 2121-25 à L. 2121-27 du code des transports ainsi que du maintien des dispositions de la convention collective de la branche ferroviaire mentionnée à l'article L. 2162-1 du même code. Il est prévu que l'attributaire du contrat crée une société dédiée à la gestion du service. Le concessionnaire devra avoir obtenu les autorisations nécessaires à l'exercice de la profession de transporteur public ferroviaire de voyageurs en France avant le début de l'exploitation ferroviaire.
