Description

La Ville de Villeurbanne a initié depuis 2020 de nombreuses évolutions de ses politiques publiques, notamment sur le stationnement payant. Ainsi, la Ville a fait le choix depuis 2023 de confier la gestion de son parc de stationnement payant à un acteur unique pour accompagner l'extension de son périmètre et la modernisation de ses modalités organisationnelles associées : nouvelles tarifications, évolution des zonages, contrôle LAPI etc. Le nouveau mandat politique 2026-2032 s'inscrit dans la continuité de la politique de mobilité initiée par la Ville en 2020 et prévoit d'étendre encore le périmètre de stationnement payant de 8 000 places en 2026 à 13 000 places d'ici fin 2031. Il ambitionne également de poursuivre l'évolution des modalités organisationnelles de cette politique avec des modifications tarifaires, des changements dans les classes d'ayants droits (nouvelles tarifications, évolutions des zonages résidentiels…) et le développement et la mise en oeuvre d'outils nouveaux. Face à ces multiples enjeux, la Ville de Villeurbanne souhaite continuer de faire appel à un acteur unique pour gérer son parc de stationnement payant et déployer ces nouveaux outils. Le prestataire du marché unique devra, dans le périmètre de ses missions détaillées ci-après, concourir à la mise en oeuvre de ces évolutions selon quatre grands axes : - Un service à l'usager performant grâce à des outils numériques aboutis, maintenant une qualité de contact humain dans l'accueil de l'usager et un accompagnement pour les publics éloignés du numérique ; - Des outils et processus performants pour la mise en oeuvre quotidienne de la politique de stationnement ; - Un contrôle efficient du stationnement payant ; - Un observatoire du stationnement contribuant à l'ajustement de la stratégie communale de stationnement. Ces objectifs se déclinent à travers différentes exigences contractuelles, détaillées dans la suite du document. Enfin, la sensibilité des missions intégrées au périmètre du marché, et leur caractère interdépendant, justifient un haut niveau d'exigence en matière d'évaluation continue du service rendu, et une excellente réactivité du prestataire dans la gestion des aléas. La qualité de l'interface avec la collectivité est stratégique non seulement pour le suivi de la bonne exécution du marché mais également pour le pilotage d'autres missions conservées en régie par la Ville, telles que l'établissement de la politique de stationnement ou le contrôle du stationnement gênant. La gestion de l'ouverture des barrières du parking Verlaine de 238 places et de la zone car du parc de la France libre fait l'objet d'une prestation supplémentaire éventuelle (PSE)
