L'accord-cadre sera exécuté par l'émission de bons de commande. Chaque lot fera l'objet d'une attribution séparée. Les prestations sont réglées par des prix unitaires. L'article 21 de la loi n° 2009-972 du 3 août 2009 relative à la mobilité et aux parcours professionnels dans la fonction publique a modifié les trois lois statutaires et le code du travail pour autoriser les administrations de l'Etat, les collectivités territoriales et leurs établissements publics administratifs ainsi que les établissements publics hospitaliers à faire appel à une entreprise de travail temporaire dans certains cas.
