Ces prestations s'inscrivent dans le cadre des missions de la Direction départementale de la Protection maternelle et infantile (PMI), notamment au titre de l'article L. 2112-2 du Code de la santé publique. Conformément aux dispositions des articles D. 421-50 et D. 421-51 du Code de l'action sociale et des familles, le Département peut faire appel à des organismes dispensant des formations.
