Description

La présente procédure de mise en concurrence avait pour objet de désigner le futur Délégataire de la Maison de la Petite Enfance du Neuhof et de conclure avec lui un contrat de délégation de service public. La mission confiée au Délégataire est la gestion de : - L'accueil collectif de 60 places pour les enfants de 10 semaines à 3 ans, dont l'activité est estimée à 120 000 heures par an - Une crèche familiale agréée pour 50 places, dont l'activité est estimée à 80 000 heures par an - Un Lieu d'Accueil Parents Enfants, ouvert a minima 5 demi-journées par semaine. La durée prévisionnelle de la délégation de service public est d'environ sept (7) ans à compter du 1er janvier 2026 . La date d'échéance prévisionnelle du contrat est fixée au 31 décembre 2032. Le délégataire devra répondre aux attentes de la collectivité telles qu'exposées dans la présente convention en particulier : - il adhèrera aux engagements définis dans la Charte nationale d'accueil du jeune enfant - il adhèrera aux engagements précisés dans la Charte qualité des établissements collectifs 0-4 ans de la petite enfance, et notamment : - l'engagement 1 « Garantir un parcours simple et transparent, de l'information à l'attribution d'une place d'accueil » qui fixe les critères de priorité, la centralisation des demandes d'accueil de plus de 20 heures / semaine par le relais petite enfance, la tenue d'une commission d'attribution des places. - l'engagement 10 « Mettre en oeuvre, suivre et évaluer les engagements de la charte qualité de la ville de Strasbourg ». La démarche évaluative, constituée d'un questionnaire de satisfaction des parents, d'une autoévaluation et d'un programme d'actions d'équipe, d'une immersion évaluative croisée, perdure avec pour référentiel aujourd'hui, la charte nationale d'accueil du jeune enfant. il devra prendre en compte l'environnement social du quartier, les spécificités et les besoins de la population accueillie, - il intégrera l'ensemble des instances de pilotage mises en place par la collectivité en direction des acteurs de la petite enfance et sera membre actif de ce réseau. Au niveau de l'exploitation du service, le délégataire devra supporter l'ensemble des charges de fonctionnement liées au service délégué. Il devra également réaliser les investissements nécessaires au fonctionnement du service. Le délégataire devra verser annuellement une redevance au délégant
