Le projet inédit consiste à associer création d'une infrastructure routière (déviation de MEYMAC) et d'une infrastructure de production d'énergie photovoltaïque (centrale solaire de 13 MWc minimum) par la construction d'une succession d'ombrières photovoltaïques en surplomb d'un nouveau linéaire routier. Les enjeux spécifiques à l'opération portent sur la capacité de l'équipe de maîtrise d'oeuvre à : -concevoir une succession d'ombrières industrialisables (reproduction de gabarits d'ombrières identiques tout au long de la déviation) - maximiser la puissance crête installée, en tenant compte des contraintes de sécurité routière (épures de visibilité à respecter dans les courbes et aux croisements, dispositifs de sécurisation physique (glissières) et signalétique adaptée). -faire preuve d'une agilité de conception, pour optimiser un projet global en travaillant sur les interfaces techniques entre route et énergie. L'intrication forte des projets énergétique et routier notamment dans les domaines des fondations des ombrières, de la gestion des eaux de pluie et de la sécurité routière requiert la constitution d'une équipe de maîtrise d'oeuvre unique. Cette équipe sera plus à même d'optimiser efficacement des solutions techniques qui risqueraient de se heurter en cas de conception du projet global par une équipe de Moe "infrastructure routière" d'une part et une équipe de Moe "projet PV" d'autre part. Ainsi, la future équipe pluridisciplinaire réalisera : -des prestations de maîtrise d'oeuvre pour les études et l'ensemble des travaux dans le cadre de la réalisation d'un tracé neuf à deux voies pour le contournement de Meymac, d'une longueur de 4000 m et d'une largeur de plate-forme de 14 m, sur la commune de MEYMAC. Le programme de cette voirie intègre les dispositions de sécurité routière liées à la présence d'une production photovoltaïque par ombrières sur la route départementale ; -ainsi que des prestations de maîtrise d'oeuvre pour les études et l'ensemble des travaux dans le cadre de la réalisation d'une centrale photovoltaïque constituée par la succession d'ombrières photovoltaïques en charpente métallique équipées de capteurs bi-verre posés sur un système d'intégration. Le projet assurera un gabarit de passage libre de tout obstacle de 4,50 m en hauteur sur toute la largeur de voirie, y compris sur les accotements circulables. Les différents éléments de mission seront étudiés conjointement au sein du groupement unique pour l'ensemble des ouvrages de l'opération, et feront l'objet de documents unifiés et globalisés. La future consultation sera passée selon une procédure avec négociation conformément à l'article R 2124-3°-3 du code de la commande publique lorsque le marché comporte des prestations de conception. Procédure en deux phases : 1. Sélection des candidatures 2. Remise des offres (avec possibilité de négociation par audition et/ou par écrit)
