La consultation envisagée a pour objet une assistance à maitrise d'ouvrage (AMO) en matière d'Urbanisme Favorable à la Sante (UFS) dans le cadre du programme européen Life Adapt'Est. La Région Grand Est, motrice dans la transition écologique et la protection des populations face au changement climatique, porte le programme Life Adapt'Est. Ce projet vise, d'ici 2035, à accroître la résilience du Grand Est aux risques climatiques croissants (manque d'eau, vagues de chaleur, précipitations exceptionnelles…) dans des domaines tels que l'urbanisme, l'agriculture, la forêt, les bâtiments, les transports, les infrastructures, le massif vosgien, les lycées, l'eau, la santé… Il permettra de renforcer et de poursuivre la feuille de route régionale d'accélération de l'adaptation au changement climatique adoptée en 2023. Cette mission d'assistance à maîtrise d'ouvrage spécialisée en Urbanisme Favorable à la Santé, dans le cadre du programme Life Adapt'Est, avec le soutien (financier) de l'Union Européenne et de l'Agence Régionale de Santé Grand Est, a pour but d'accompagner 10 territoires sur 2 ans, soit 5 par an. Les territoires accompagnés seront sélectionnés par la Région Grand Est et concerneront des projets d'aménagement et de planification. Il est attendu dans le cadre de l'exécution des prestations, des propositions de stratégie de concertation, de diagnostic santé-environnement des territoires et de méthode d'accompagnement de maturation du projet par territoire afin d'intégrer aux projets les enjeux identifiés dans le diagnostic santé-environnement. Une approche multithématique et globale est attendue pour permettre au projet d'avoir une dimension architecturale et paysagère, urbaine et santé-environnementale. Les prestations pourront avoir lieu sur tout le territoire régional pour des projets portés par des communes et leurs intercommunalités, par des schémas de cohérence territoriale (SCoT), des Pays et des pôles d'équilibre territorial et rural (PETR). Le marché sera conclu sous la forme d'un accord-cadre mono-attributaire à bons de commande, sans montant minimum et pour un montant maximum de 345 000 euro(s) HT sur la durée totale du marché
