SNCF Réseau dispose d’un parc vieillissant qui nécessite un renouvellement par voie d’acquisition. Dans le cadre du projet « LUCIE » (Locomotive Unifiée des Chantiers d'InfrastructurE), les locomotives de moyenne puissance et leurs éléments de soutien (documentation de maintenance, pièces de rechange) qui font l’objet du présent marché d’acquisition sont destinées à remplacer les BB69000 et BB69400 qui vont atteindre leur fin de vie à partir de 2032. Ces locomotives devront avoir une puissance minimum de 750 kW à la jante et atteindre la vitesse de 100Km/h. Elles seront dédiées aux missions d’entretien du réseau. Afin de pouvoir parcourir l’ensemble du Réseau du Système Ferroviaire Français (hors sections équipées exclusivement de TVM) ces locomotives doivent être dotées d’une chaine de traction hybride thermique et batterie, respecter le gabarit G1 et peser au maximum 80 tonnes et 20 tonnes par essieu. Le Marché est un accord-cadre mono attributaire à bons de commande au sens de l'article L21251 1° du code de la commande publique et en application des articles R21621 à R216214 du code de la commande publique portant sur l’acquisition de locomotives, sur la documentation correspondante et sur la fourniture de pièce de rechange avec un engagement minimum de 50 locomotives et un volume maximum de 150 locomotives Ce marché d’acquisition concerne l’acquisition de locomotives hybrides thermique et batterie et leurs éléments de soutien (documentation techniques, de maintenance, pièces…) permettant à SNCF Réseau d’exploiter et de réaliser ou de faire réaliser leur maintenance par un tiers. Ces locomotives sont attendues pour les premières à compter de 2032. La cadence de livraison envisagée est d’environ 20 locomotives par an avec possibilité de monter jusqu’à 30. Leurs missions se répartiront en des missions d’acheminement, de manœuvre et de réalisation de chantier (mesures ou travaux) y compris en tunnel et en zone dense où leurs taux d’émissions devront être particulièrement réduits. Par ailleurs, elles devront également pouvoir résister à des périodes d’inutilisation importantes (6 semaines). La locomotive devra être polyvalente et accéder à l’ensemble du réseau du Système Ferroviaire Français (hors lignes équipées TVM seule) en autonomie, ce qui implique notamment de respecter le gabarit G1 et de ne pas dépasser la masse de 20 tonnes à l’essieu en MVD et 80 tonnes pour la locomotive. La locomotive devra être dotée d’une chaîne de traction hybride (thermique et batterie) et devra pouvoir fonctionner en thermique seul et sur batterie seule. Elle devra être équipée du contrôle de vitesse KVB et de l’ETCS niveau 2. Le marché comporte également l’acquisition de la documentation technique et de maintenance de la locomotive et de ses éléments de soutien (premier lot de pièces de rechanges, outillages spécifiques, service après-vente…) et la possibilité d’achats complémentaires de pièces de rechange pour une durée de 15 ans.
