Le présent accord-cadre a pour objet la fourniture, la personnalisation, la livraison et la gestion de titres de paiement servant deux prestations d'action sociale en faveur des agents du Conseil départemental du Val d'Oise, au titre de l'article L. 731-1 du code général de la fonction publique. L' accord-cadre est décomposé en deux lots : - Lot 1 : fourniture de chèques cadeaux remis aux enfants des agents à l'occasion de Noël ; - Lot 2 : fourniture de titres de paiement à usage restreint servant, en tout ou partie, une aide financière d'urgence non remboursable aux agents Les chèques cadeaux sont destinés aux enfants des agents selon les règles de gestion interne au Département. La liste des bénéficiaires est établie par le Département et communiquée au titulaire dans les conditions de l'article 5-3. Le titulaire n'effectue aucun contrôle d'éligibilité; Les titres sont destinés exclusivement aux agents du Département. Ils sont remis à l'agent lui-même, à l'exclusion de tout tiers. L'aide constitue un secours exceptionnel non remboursable, attribué par décision de l'autorité territoriale ou de son délégataire, au vu de la situation de l'agent, après évaluation sociale préalable et avis de la commission d'aide sociale.
