Description

THE OBJECT OF THE PROCUREMENT The object of the procurement is a ready-made LIMS system. The system is aimed to replace the current system. The LIMS system shall be on-premises software. The estimated life cycle of the system is 20 years. In addition to the LIMS system, the procurement consists of: - Quality management functionalities - Maintenance and support of the system, including its plug-in functionalities - If necessary, system configuration - If necessary, small-scale development work aimed at improving the level of system usability In the laboratory, information is gathered and produced from, among other things, samples, analyses, methods, equipment, as well as operational planning, competency development planning, quality assurance and reporting. Information is also collected to a limited extent about customer relationships. LIMS (Laboratory Information Management System) and quality management functionalities are used to manage this data, taking into account data quality, traceability, availability and data security. The aim is for the system to be available to approx. 800 Finnish Customs users, including the Customs Offices Department employees engaged in customs supervision tasks. The Customs Laboratory has about 70 users using the whole system. In practice, 80 % of the 70 Customs Laboratory users (using the whole system) will use LIMS simultaneously. Of the remaining 730 Customs users (using only parts of the system), around 10 % use the system simultaneously, making a total of about 130 concurrent users (80% x 70 + 10% x 730) The system shall support the above number of users. This procurement has been tendered using negotiated procedure due to the complexity of the procurement object. The goal is a long-term collaboration and a multi-year contract period. The procurement entity has concluded an implementation agreement, a maintenance agreement and a security agreement with the selected supplier. LIMITATIONS OF THE PROCUREMENT The platform solutions (e.g. application servers, database servers and their platform) needed by this application is not included in this procurement. ADDITIONAL PROCUREMENT RIGHT (OPTION) The procurement unit has reserved an additional procurement right (option) for training services related to the program including its plug ins.
