Αντικείμενο της παρούσας αποτελεί η παροχή υπηρεσιών διακίνησης σύντομων ηλεκτρονικών γραπτών μηνυμάτων κινητής τηλεφωνίας (SMS) προς κινητά παρόχων κινητής τηλεφωνίας της αυτοματοποιημένης αποστολής, σύμφωνα με τις ανάγκες λειτουργίας εφαρμογών του Υπουργείου Ψηφιακής Διακυβέρνησης. Αναλυτικότερα, ο Ανάδοχος θα πρέπει να προσφέρει χρήση της παρακάτω υπηρεσίας αποστολής SMS: 1. Αυτοματοποιημένη αποστολή σύντομων γραπτών μηνυμάτων (SMS) εσωτερικού μέσω web service εκτιμώμενου αριθμού 4.200.000, η οποία θα υποστηρίζει αυτοματοποιημένη αποστολή μέσα από υπάρχουσες εφαρμογές του πελάτη - ΕΔΥΤΕ Α.Ε. μέσω HTTP API μηνύματος πλήρως παραμετρικού και προσωποποιημένου. 2. Αυτοματοποιημένη αποστολή σύντομων γραπτών μηνυμάτων (SMS) εξωτερικού μέσω web service εκτιμώμενου αριθμού 1.800.000, η οποία θα υποστηρίζει αυτοματοποιημένη αποστολή μέσα από υπάρχουσες εφαρμογές του πελάτη - ΕΔΥΤΕ Α.Ε. μέσω HTTP API μηνύματος πλήρως παραμετρικού και προσωποποιημένου. Συνολικός εκτιμώμενος αριθμός sms 6.000.000. Ο προσφέρων παροχής αυτών των υπηρεσιών θα πρέπει να παρέχει υπηρεσίες υψηλής ποιότητας αξιοποιώντας διασυνδέσεις που να εξασφαλίζουν την παράδοση των μηνυμάτων εντός εγγυημένου χρόνου παράδοσης, να αξιοποιούν σύγχρονες τεχνικές τερματισμού και δρομολόγησης των μηνυμάτων ώστε να υπάρχει απρόσκοπτη, συνεχής και αδιάλειπτη λειτουργία των υπηρεσιών με την παροχή προηγμένων μεθόδων διακίνησης ηλεκτρονικών γραπτών μηνυμάτων κινητής τηλεφωνίας.
