Το Έργο έχει ως αντικείμενο τη Μελέτη, Χρηματοδότηση, Κατασκευή, Συντήρηση και Λειτουργία Φοιτητικών Εστιών, Φοιτητικού Εστιατορίου, Εκπαιδευτικών Αμφιθεάτρων και Χώρων Πολιτισμού με ΣΔΙΤ. Συνοπτικά ο ΙΦΣ αναλαμβάνει: (α) να εκπονήσει τις μελέτες που είναι απαραίτητες για την κατασκευή του Έργου, με βάση τους ισχύοντες περιβαλλοντικούς όρους, όπως αυτοί θα διαμορφωθούν μετά το πέρας του Διαλόγου και προ της υπογραφής της Συμβάσης Σύμπραξης (άρθρο 22 ν. 3389 ΦΕΚ Α' 232) και να μεριμνήσει για την έγκαιρη έκδοση, αναθεώρηση και διατήρηση σε ισχύ του συνόλου των αδειοδοτήσεων και εγκρίσεων που απαιτούνται τόσο για την κατασκευή όσο και για την εγκατάσταση, τη λειτουργία και τη συντήρηση του Έργου σύμφωνα με τις κείμενες διατάξεις και τα ειδικότερα οριζόμενα στη Σύμβαση Σύμπραξης, (β) τις εργασίες κατασκευής των κτιριακών υποδομών και ανάπλασης και διαμόρφωσης του περιβάλλοντος χώρου αυτών, προκειμένου οι ως άνω υποδομές και χώροι να είναι πλήρως λειτουργικοί και διαθέσιμοι προς εκμετάλλευση και χρήση για το σκοπό που προορίζονται, (γ) να εκτελέσει το Τεχνικό Έργο πλήρως, εμπρόθεσμα και προσηκόντως, σύμφωνα με τους κανόνες της επιστήμης και της τέχνης και κατά τα υψηλότερα επαγγελματικά και ποιοτικά πρότυπα, (δ) να χρηματοδοτήσει το Έργο με ίδια ή/και δανειακά κεφάλαια, (ε) την τεχνική διαχείριση καθ' όλη τη διάρκεια της Σύμβασης Σύμπραξης, η οποία συνίσταται, ιδίως, στην επιθεώρηση, την συνήθη, την προληπτική και τη διορθωτική συντήρηση, τη βαριά συντήρηση, την καθημερινή τεχνική λειτουργία και επιστασία για την ετοιμότητα και ικανότητα για λειτουργία των εγκαταστάσεων και συστημάτων των κτιριακών υποδομών και του περιβάλλοντος χώρου αυτών, ούτως ώστε το Έργο να είναι απολύτως κατάλληλο και διαθέσιμο, όπως τα ανωτέρω θα εξειδικευθούν στα τεύχη δημοπράτησης της προτεινόμενης Σύμπραξης, (στ) την ασφάλιση των κτιριακών και λοιπών εγκαταστάσεων και συστημάτων των υποδομών που αποτελούν αντικείμενο της Σύμβασης Σύμπραξης, τόσο κατά τη φάση μελέτης και της κατασκευής, όσο και κατά τη φάση λειτουργίας, (ζ) τη διασφάλιση της φύλαξης και καθαριότητας των κτιριακών και λοιπών εγκαταστάσεων και συστημάτων των υποδομών που θα αποτελέσουν αντικείμενο της Σύμβασης κατά τη φάση λειτουργίας και σε όλη τη διάρκεια της Σύμβασης Σύμπραξης, όπως αυτά θα προσδιορίζονται αναλυτικά στη Β' Φάση του Διαγωνισμού με την επιφύλαξη των διατάξεων της κείμενης νομοθεσίας περί προστασίας της προσωπικότητας και των προσωπικών δεδομένων των μελών της εκπαιδευτικής κοινότητας, και (η) να επιστρέψει το Έργο στην Αναθέτουσα Αρχή σύμφωνα με τα προβλεπόμενα στη Σύμβαση Σύμπραξης στο τέλος της Συμβατικής Περιόδου.
