Η σύμβαση αφορά τη δημιουργία εργαστηρίου επιπέδου Βιοασφάλειας ΙΙΙ, προϋποθέτει σωστό σχεδιασμό και κατασκευή, με την ύπαρξη φραγμών προστασίας 1ης και 2ης γραμμής, αποσκοπώντας πρωτίστως στην προστασία των εργαζομένων και δευτερευόντως στην προστασία ατόμων εκτός του εργαστηριακού περιβάλλοντος, από λοιμογόνους παράγοντες που πιθανόν, λόγω ατυχήματος, να απελευθερωθούν στο περιβάλλον.
