Αντικείμενο της σύμβασης είναι η παροχή εξειδικευμένων υπηρεσιών για την ενίσχυση της επιστημονικής, τεχνικής και λειτουργικής υποστήριξης της ΜΟΔ Α.Ε., με σκοπό την αποτελεσματική υποστήριξη των έργων και δράσεων που αναλαμβάνει η εταιρεία στο πλαίσιο των αρμοδιοτήτων της. Η προσφυγή στην διαδικασία σύναψης σύμβασης για την παροχή υπηρεσιών εξωτερικών συνεργατών καθίσταται αναγκαία λόγω των αυξημένων και νέων καθηκόντων που έχουν ανατεθεί στην εταιρεία σε συνδυασμό με το γεγονός ότι ο κύριος όγκος των εργασιών αυτών απαιτεί εξειδικευμένη γνώση, εμπειρία και τεχνογνωσία, οι οποίες δεν είναι δυνατόν να καλυφθούν εγκαίρως από το υφιστάμενο ανθρώπινο δυναμικό, λόγω του ήδη αυξημένου φόρτου εργασίας και λόγω περιορισμένων διαθέσιμων πόρων ανθρώπινου δυναμικού. Η προσφυγή στην παροχή υπηρεσιών μέσω εξωτερικών συνεργατών, κρίνεται απολύτως αναγκαία προκειμένου να διασφαλισθεί αφενός η παροχή εξειδικευμένων υπηρεσιών και να παρασχεθεί ενίσχυση στην κάλυψη αναγκών λειτουργικής και διοικητικής υποστήριξης των διεργασιών της εταιρείας και αφετέρου η βέλτιστη αξιοποίηση των διαθέσιμων ανθρώπινων πόρων, συμβάλλοντας στην εύρυθμη λειτουργία και στην επίτευξη των στόχων της εταιρείας. Η συγκεκριμένη ανάθεση συνιστά την πλέον πρόσφορη λύση και μέσω αυτής διασφαλίζεται ότι δεν υποκρύπτεται κάλυψη πάγιων και διαρκών αναγκών μέσω σύμβασης παροχής υπηρεσιών.
