Η διαμόρφωση της Βασικής Ιδέας για τον Στρατηγικό Σχεδιασμό του Ελαιώνα απαιτεί τη μετάβαση από τη λογική των «απομονωμένων έργων» σε ένα μοντέλο Αστικού Μεταβολισμού. Ο παρών διαγωνισμός επιδιώκει να επαναπροσδιορίσει τον Ελαιώνα ως ένα νέο μητροπολιτικό τοπίο ανθεκτικότητας, δημόσιου χώρου, παραγωγής και κατοίκησης, διερευνώντας τη δυνατότητα ανάπτυξης νέων αρχιτεκτονικών και πολεοδομικών προτύπων που ανταποκρίνονται στις σύγχρονες περιβαλλοντικές, κοινωνικές και οικονομικές προκλήσεις. Ο Ελαιώνας θα πρέπει να αντιμετωπιστεί ως ένας ζωντανός οργανισμός με βαθιά στρωματογραφία, που δεν στοχεύει στην αποξένωση με το παρελθόν (βιοτεχνία-ιστορία) αλλά το χρησιμοποιεί ως πρώτη ύλη για επανασχεδιάσει την κλιματική και κοινωνική ανθεκτικότητα του μέλλοντος, παρέχοντας ένα οικοσύστημα αστικής συμβίωσης. Ο διαγωνισμός αποσκοπεί στην παραγωγή νέων οραμάτων αστικής αναγέννησης για την περιοχή καθώς και στην ανάπτυξη ολοκληρωμένων προτάσεων που συνδυάζουν: αρχιτεκτονικό σχεδιασμό, πολεοδομική στρατηγική, δημόσιο χώρο, περιβαλλοντική ανθεκτικότητα, και μηχανισμούς αστικού μετασχηματισμού, στην ενίσχυση της σχέσης μεταξύ αστικής ανάπλασης, κοινωνικής συνοχής και βιώσιμης ανάπτυξης. Ο διαγωνισμός στοχεύει: • στην ανάδειξη καινοτόμων αρχιτεκτονικών και πολεοδομικών προσεγγίσεων, • στη διερεύνηση της σχέσης μεταξύ δημόσιου χώρου, κατοίκησης και παραγωγικού τοπίου, • και στην παραγωγή προτάσεων που συνδυάζουν:  αρχιτεκτονική ποιότητα,  περιβαλλοντική στρατηγική,  κοινωνική βιωσιμότητα,  και ανθεκτικότητα. Ζητούμενο είναι η ανάπτυξη ολοκληρωμένων προτάσεων που αντιμετωπίζουν τον Ελαιώνα όχι μόνο ως περιοχή ανάπλασης, αλλά ως πεδίο παραγωγής νέων μορφών μητροπολιτικής ζωής. Ο σχεδιασμός της ενιαίας αυτής αντιμετώπισης θα πρέπει να στηριχθεί σε βασικές θεματικές κατηγορίες, οι οποίες θα αλληλοεπιδρούν μεταξύ τους και θα τα τροφοδοτεί η μία την άλλη. Πιο συγκεκριμένα οι βασικές αρχές θα είναι πέντε (5) : 1. Πράσινος πόλος και κλιματική ανθεκτικότητα, 2. Αθλητισμός και κοινωνία, 3. Καινοτόμες περιοχές κατοίκησης 4. Πολιτισμός και ιστορική ταυτότητα, 5. Ρυθμιστικό και κανονιστικό πλαίσιο.
