Description

Hanke eesmärk on leida teenusepakkuja Kultuuriministeeriumi tulevase kohanemisprogrammi andmekogu (KOPA) äri- ja süsteemianalüüsi läbiviimiseks. Hanke käigus kaardistatakse uue andmekogu äriprotsessid, funktsionaalsed ja mittefunktsionaalsed nõuded, andmekoosseisud, andmevood ning liidestusvajadused, samuti kirjeldatakse infosüsteemi arhitektuur ja tehniline lahendus. Analüüsi eesmärk on luua selge alus tulevase lahenduse arhitektuuri, äriprotsesside, andmemudeli ning õigusliku raamistiku kujundamiseks, arvestades olemasolevate lahenduste taaskasutamise võimalusi. Analüüs hõlmab andmekaitse- ja õiguslike aspektide käsitlemist ning andmekaitsealase mõjuhinnangu (DPIA) koostamist. Töö tulemusena valmib terviklik analüüs, mis sisaldab sisendit arendushanke ettevalmistamiseks, hinnangut süsteemi arendus- ja halduskuludele ning ettepanekuid andmekogu õigusliku regulatsiooni kujundamiseks.
