Закупівля оголошуються без ПДВ. Наявність ПДВ визначається під час укладення договору залежно від системи оподаткування переможця закупівлі. Для зручності заправки авто під час пересування всього автотранспорту Замовника Постачальник повинен мати розгалужену мережу АЗС у Вінницькій області, а саме: у місті Вінниці (в радіусі 5 км від меж міста), у Немирівській міській громаді Вінницького району, Вінницької області (в радіусі 5 км від меж міста Немирова) та у місті Києві (в радіусі 5 км від меж міста). АЗС Постачальника повинні бути призначені для заправки транспортних засобів паливом, відповідно до вимог Правил роздрібної торгівлі нафтопродуктами, затверджених постановою Кабінету Міністрів України від 20.12.1997 № 1442 (зі змінами). Відпуск палива повинен здійснюватися на АЗС згідно дозвільних документів на отримання товару (далі - Талони). Відпуск Постачальником ПММ здійснюється шляхом заправки транспортних засобів Замовника за пред’явленим Товаром (в талонах) номіналом 10 та/або 20 літрів зі строком дії не менше ніж на 6 (шість) календарних місяців (з можливістю продовження терміну дії ще не менше ніж на 6 (шість) календарних місяців з дати закінчення терміну їх дії, до повного використання талонів за призначенням), які є підставою для відвантаження ПММ Постачальником, та не залежить від терміну дії Договору. Відпуск палива повинен здійснюватися на АЗС згідно дозвільних документів на отримання товару (далі - Талони). Талони повинні бути номіналом 10 та/або 20 літрів, та бути дійсними по всій території України (крім тимчасово окупованої території України). Учасник повинен забезпечити можливість видачі Талонів на всю замовлену кількість придбаного Замовником товару (палива). Країною походження товару не може бути Російська Федерація / Республіка Білорусь / Ісламська Республіка Іран.
