Description

Beschafft werden Dienstleistungen, die im Rahmen des bilateralen Kooperationsprojektes "Deutsch-Kasachischer Agrarpolitscher Dialog" erbracht werden sollen. Die Leistungen umfassen insbesondere die Beratung der kasachischen Partner, die Organisation von Seminaren, Delegationsreisen und sonstigen Veranstaltungen. Dafür sollen 3 Langzeitfachkräfte in Astana/Kasachstan tätig werden, die durch den Einsatz von Kurzzeitfachkräften ergänzt und durch qualifiziertes Backstopping gemanagt werden. Das Projekt zielt auf die Nutzung erfolgreicher Ansätze zur Weiterentwicklung agrarpolitischer Rahmenbedingungen, zum Ausbau marktorientierter und privatwirtschaftlich getragener Wertschöpfungssysteme in Kasachstan und zum Teil im übrigen Zentralasien ab. Dazu ist es in vier Ergebnisbereiche gegliedert: (1) Agrarpolitischer Dialog und Reformprozesse, (2) Förderung von Verarbeitung und Innovation, (3) regionale Zusammenarbeit in Zentralasien sowie (4) regionale Wertschöpfungsentwicklung. Diese Struktur verbindet auf flexible Weise politische Beratung mit wirtschaftlicher Umsetzung und regionaler Zusammenarbeit. Die Beratungsleistungen im Rahmen des BMLEH-BKP-Projektes „Deutsch-Kasachischer Agrarpolitischer Dialog (APD KAZ) - 6. Phase“, werden im Rahmen eines offenen Verfahrens gemäß §119 Abs. 2 und 3 GWB, §§ 14 Abs. 2, 15 VgV vergeben. Es handelt sich um „soziale und andere besondere Dienstleistungen“ im Sinne von § 130 GWB i.V.m. § 64 ff. VgV.
