Die Leistungen umfassen insbesondere Projektsteuerung/PMO, Szenarioanalyse, Zielbildentwicklung, Transformationsfahrplan, organisatorische und wirtschaftliche Bewertung, Unterstützung bei möglichen Carve-out-/Carve-in-Szenarien, IT-/Datenmigration, Personal-/Betriebsratsthemen, Change Management, Kommunikation sowie die Erstellung entscheidungsfähiger Unterlagen für Geschäftsführung und Gremien. Die Leistung ist modular und szenarioabhängig zu erbringen. Der Abruf erfolgt ausschließlich auf Grundlage gesonderter Einzelabrufe bzw. freigegebener Arbeitspakete aus dem Rahmenvertrag. Gegenstand der Beschaffung ist der Abschluss eines Rahmenvertrages über externe Beratungs- und Unterstützungsleistungen zur Vorbereitung, Steuerung, Bewertung und ggf. Umsetzung der Neuorganisation der Trinkwasserver- und Abwasserentsorgung im Verbund der Stadtwerke Potsdam. Hintergrund ist die Neuordnung der künftigen Aufgabenwahrnehmung im Bereich der Trinkwasserver- und Abwasserentsorgung ab dem 01.01.2028. Die Leistung ist modular und szenarioabhängig zu erbringen. Sie umfasst insbesondere die Unterstützung bei Projektsteuerung/PMO, Projektinitialisierung, Szenarioanalyse, Zielbildentwicklung, Transformationsfahrplan, Organisations- und Prozessbetrachtung, wirtschaftlicher und finanzieller Bewertung, Vertrags- und Gesellschaftsstruktur, steuerlichen und bilanziellen Fragestellungen, IT-/Datenmigration, Datenschutz und Informationssicherheit, Personal- und Betriebsratsthemen, Change Management, Kommunikation sowie der Erstellung entscheidungsfähiger Unterlagen für Geschäftsführung und Gremien. Die Beratungsleistungen sollen die Auftraggeberin in die Lage versetzen, die möglichen Handlungsoptionen fachlich, organisatorisch, wirtschaftlich, rechtlich, steuerlich, technisch und personell belastbar vorzubereiten, zu bewerten und bei Bedarf umzusetzen. Hierzu gehören insbesondere die Entwicklung belastbarer Zielbilder und Zielstrukturen, die Bewertung möglicher Ausgestaltungsvarianten, die Ableitung konkreter Maßnahmen sowie die Begleitung der weiteren Umsetzung. Der Leistungsabruf erfolgt ausschließlich auf Grundlage gesonderter Einzelabrufe bzw. durch die Auftraggeberin freigegebener Arbeitspakete. Der Rahmenvertrag begründet keine Verpflichtung zum Abruf bestimmter Mindestmengen oder eines bestimmten Leistungsumfangs.
