Durchgeführt wird ein zweistufiges Verhandlungsverfahren mit vorgeschaltetem öffentlichem Teilnahmewettbewerb gemäß § 119 Abs. 5 GWB i. V. m. §§ 14 Abs. 3 Nr. 2, 17 Abs. 1 und 74 VgV. Das zweistufige Verfahren beinhaltet den öffentlichen Teilnahmewettbewerb (1. Stufe: Teilnahme-wettbewerb und Auswahlphase) und die Verhandlungsphase (2. Stufe: Angebots- und Verhandlungs-phase)
