Nicht offener einphasiger freiraumplanerisch-städtebaulicher Realisierungswettbewerb "Umgestaltung Innenstadt von Burloer Straße bis Rathausplatz" in Rhede, nach RPW 2013 im Rahmen der VgV, zur Vergabe von Leistungen des städtebaulichen Entwurfs gemäß AHO Nr 42 (Honorarzone III) Leistungsphasen 1-3 sowie Leistungen der Objektplanung Freianlagen gemäß § 39 (Honorarzone IV § 40 HOAI) für die Leistungsphasen 1 - 5, nebst weiteren für die Umsetzung erforderlichen Fachplanungen, wie zum Beispiel Beleuchtung. Die weitere Beauftragung der Leistungsphasen 6 - 9 nach § 39 HOAI, erfolgt als optionale Beauftragung in der noch von der Auftraggeberin festzulegenden Stufen. Die Stadt Rhede setzt schrittweise zahlreiche Maßnahmen des beschlossenen Integrierten Stadtentwicklungskonzeptes "Innenstadt Rhede - | Perspektive 2035" um. Darunter fällt auch zum einen die städtebaulich-freiraumplanerische Entwicklung der südlichen Burloer Straße zwischen Markt und Gartenstraße (A.2) sowie zum anderen die freiraumplanerische Umgestaltung des Marktes mit dem Umfeld der St. Gudula-Kirche, dem Rathausplatz und dem dazwischen liegenden Stadtgelenk am Gildekamp (B.1). Diese beiden Maßnahmen sollen sinnvollerweise zusammengefasst werden. Um für diese anspruchsvolle Aufgabe ein geeignetes Planungsbüro zu finden, ist die Durchführung eines freiraumplanerisch-städtebaulichen Realisierungswettbewerbes gemäß RPW 2013 mit 12 teilnehmenden Büros vorgesehen. Im Anschluss an den Realisierungswettbewerb wird ein Verhandlungsverfahren nach VgV mit den Preisträger*innen durchgeführt. Dabei soll zunächst nur mit dem/der ersten Preisträger*in verhandelt werden. Im Rahmen dieses Verfahrens soll ein geeignetes Planungsteam aus Landschaftsarchitekt*in - Freianlagen und Stadtplaner*in für die Bearbeitung der Planungsaufgabe gefunden werden. Die Teilnahme am Wettbewerb ist möglich als Einzelbewerber/in (alle Leistungen werden im eigenen Haus erbracht) oder als Bewerbergemeinschaft; in beiden Fällen ist die Beteiligung von Nachunternehmen möglich.
