Description

Zur Umsetzung des sozialorientierten Ansatzes des Städtebauförderungsprogramms "Sozialer Zusammenhalt" und ergänzend zu den geplanten baulichen Maßnahmen im Zuge der Sanierung soll zur sozialen Stabilisierung im Quartier ein begleitendes Quartiersmanagement als gut erreichbare Anlaufstelle vor Ort etabliert werden. Das Quartiersmanagement soll eine vermittelnde Rolle zwischen den Einrichtungen, Akteur*innen, Bewohnenden und der Stadtverwaltung einnehmen. Ziel ist, den Austausch von Informationen, die bürgerschaftliche Beteiligung, die Stabilisierung des Miteinanders in der Nachbarschaft sowie die nachhaltige Aktivierung von Engagement für und in St. Jürgen zu stärken. Dabei kann das Quartiersmanagement zum Teil auf bestehenden Strukturen aufbauen, soll aber auch kleinere nachbarschaftsgetragene Projekte initiieren. Folgende Aufgaben umfasst das Quartiersmanagement: A) Formulierung und Abstimmung eines Handlungskonzepts für das Quartiersmanagement und dessen regelmäßige Fortschreibung B) Entwicklung, Initiierung und Koordinierung von Projekten und nicht-investiven Maßnahmen zur Erreichung der städtebaulichen Zielsetzungen bzw. zur Stärkung und Stabilisierung des Stadtteils auch unter Berücksichtigung des Aspekts kultureller Stadtentwicklung. C) Maßnahmen zur Verbesserung der sozialen Infrastruktur sowie Integration von Schulen, Sport-, Jugend-, Wohn- und Alteneinrichtungen usw. in die Stadtteilarbeit D) Förderung von Kindern, Jugendlichen, Alleinerziehenden und Familien. Es soll an laufende Projekte / Prozesse im Bereich Schule, Kindertagesstätte, Jugendzentrum, Wohn- und Arbeitsprojekte, Nachbarschaftshilfe etc. angeknüpft werden E) Aktivierung und Vernetzung von Bürger*innen, Gewerbetreibenden, Eigentümer*innen, Interessengruppen sowie sozialen und sonstigen relevanten Akteur*innen; hierzu gehört auch die Sensibilisierung von Eigentümer*innen für Maßnahmen zur angestrebten Verbesserung der Bausubstanz F) Förderung von Integration und Teilhabe durch Maßnahmen zur Verbesserung des Zusammenlebens im Quartier G) Begleitung eines Verfügungsfonds und Sanierungsbeirats entsprechend der von der Stadt Schleswig dafür aufgestellten Grundsätze und Geschäftsordnung; Verfügungsfonds und Sanierungsbeirat sind derzeit noch in Vorbereitung H) Öffentlichkeitsarbeit zur Begleitung der Maßnahmen, Aktivitäten und Projekten des Quartiersmanagements sowie zur Imageverbesserung des Stadtteils in Abstimmung mit der Pressestelle der Stadt Schleswig I) Initiierung und Durchführung von öffentlichkeitswirksamen Veranstaltungen (z.B. Bürgerversammlungen, Stadtteilfeste) J) Vertretung des Stadtteilentwicklungsprozesses und seiner Projekte in den politischen und administrativen Entscheidungsinstanzen einschließlich Vorträgen und Führungen K) Koordination von Maßnahmen anderer Träger im Zusammenhang mit der Stadtteilentwicklung und Teilnahme an weiteren Gesprächen und Verhandlungen mit Behörden innerhalb und außerhalb der Stadtverwaltung L) Koordination und Unterstützung bei der Antragstellung für Einzelprojekte unter Berücksichtigung der einschlägigen Vorschriften, insbesondere der jeweiligen Förderrichtlinien und der Förderpraxis in Schleswig-Holstein.
