Description

Gegenstand der Ausschreibung ist: Einführung eines CDSS für das Evangelische Krankenhaus Königin Elisabeth Herzberge (3 Standorte) inkl. Serviceleistungen für 36 Monate. Es wird eine SaaS-Lösung ausgeschrieben. Aufgrund des Auftragswerts wurde Vergabeverordnung VgV (EU-weit) gewählt. Der Auftraggeber beabsichtigt den Auftrag im Verhandlungsverfahren mit Teilnahmewettbewerb zu vergeben, weil der Auftrag eine innovative und komplexe Lösung umfasst (VgV §14 Abs.3 Num.3). Im Rahmen der Förderung des Krankenhauszukunftsfonds (§ 19 KHSFV Absatz 1 Satz 1 Nr. 4 KHSFV) soll ein tief in die bestehenden Primärsysteme integriertes, modernes und zukunftsorientiertes CDSS eingeführt werden. Die Lösung muss die MUSS-Kriterien des KHZG-Fördertatbestands 4 (§ 19 Abs. 1 Satz 1 Nr. 4 KHSFV) zwingend erfüllen wie auch die Erfüllung der KANN-Kriterien aufzeigen. Dabei soll das Gesamtsystem eine integrative Lösung mit dem bereits vorhandenen und einzubindenden Krankenhausinformationssystem sowie Subsystemen bilden. Die Integrationstiefe muss allen am Behandlungsprozess Beteiligten ein unterbrechungsfreies Arbeiten ermöglichen, sodass ein Informationsaustausch zwischen allen Behandlungsgruppen möglich ist.
