Description

Dem LZN obliegt die Beschaffung von Waren und Dienstleistungen für die unmittelbare niedersächsische Landesverwaltung (vgl. § 2 der Betriebsanweisung des LZN). Mit Zustimmung seiner Aufsichtsbehörde kann das LZN weitere Aufgaben für öffentlich-rechtliche Bedarfsträger innerhalb und außerhalb der nie-dersächsischen Landesverwaltung sowie für privatrechtliche Gesellschaften in vollständiger Eigentümer-schaft der öffentlichen Hand übernehmen (vgl. § 3 Betriebsanweisung). In dieser Zuständigkeit umfasst der Auftrag den Abschluss einer Rahmenvereinbarung mit einem Unter-nehmen (§ 21 VgV) über die Lieferung von Schneepflügen für die Niedersächsische Landesbehörde für Straßenbau und Verkehr (NLStbV). Die auf Grundlage dieser Rahmenvereinbarung abzuschließenden Einzelaufträge (Abrufe) werden durch und im Namen des LZN für alle Straßenmeistereien der NLStbV im Gebiet des Landes Niedersachsen (bezugsberechtigte Stellen) getätigt. Die Rechnungsstellung erfolgt ausschließlich gegenüber dem LZN als Auftraggeber und Vertragspartner. Nähere Einzelheiten zu Art und Umfang des Auftrags sind der Leistungsbeschreibung - Technischer Teil (Teil B) zu entnehmen.
