Der Entsorgungsverband Saar (im folgenden EVS) ist ein sondergesetzlicher kommunaler Zweckverband in der Rechtsform einer Körperschaft des öffentlichen Rechts mit Sitz in Saarbrücken. Aufgaben des EVS sind die überörtliche und örtliche Abfallbewirtschaftung sowie die überörtliche Abwasserbeseitigung. Das Verbandsgebiet ist das Bundesland Saarland. Mitglieder des EVS sind alle Städte und Gemeinden des Saarlandes. Bestandteil dieser Dienstleistung ist die stoffliche (landwirtschaftliche) Verwertung von stabilisiertem Nassschlamm von verschiedenen Kläranlagen im Saarland nach der „Verordnung über die Verwertung von Klärschlamm, Klärschlammgemisch und Klärschlammkompost (Klärschlammverordnung - AbfKlärV)“ und der „Verordnung über das Inverkehrbringen von Düngemitteln, Bodenhilfsstoffen, Kultursubstraten und Pflanzenhilfsmitteln (Düngemittelverordnung - DüMV)“ in der zum Zeitpunkt der Ausbringung jeweils gültigen Fassung. Die stoffliche Verwertung des Nassklärschlamms muss als Auf- oder Einbringen auf oder in einen Boden mit landwirtschaftlicher Nutzung erfolgen. Der Umfang der Dienstleistung umfasst: - die Organisation und Durchführung der erforderlichen Bodenuntersuchungen, - die Durchführung des Melde- und Genehmigungsverfahrens mit Zugang zu den entsprechenden Systemen der Genehmigungsstellen für die landwirtschaftliche Klärschlammaufbringung (z. B. für das Saarland: POLARIS), - den Transport von der Kläranlage zu den zu beschlammenden landwirtschaftlichen Flächen sowie - die Aufbringung und ggf. Einarbeitung. Die zu verwertende Nassschlammgesamtmenge wird von insgesamt 26 Kläranlagen abgegeben. Der Abschluss der Rahmenverträge über die in der Leistungsbeschreibung beschriebenen Leistungen erfolgt im Rahmen eines sogenannten "Open-House-Verfahrens" (weitere Informationen unter Abschnitt „2.1.4 Allgemeine Informationen“ und in der „Leistungsbeschreibung“. Die Leistungsbeschreibung, sowie alle anderen Unterlagen sind unter dem genannten Link im Abschnitt „5.1.11 Auftragsunterlagen“ abrufbar. Die Zulassungsvoraussetzungen müssen mit dem Zulassungsantrag nachgewiesen werden.
