Die Universität der Bundeswehr München (UniBw M) wurde 1973 auf Bestreben des damaligen Bundesministers der Verteidigung, Helmut Schmidt, unter dem Namen "Hochschule der Bundeswehr München" gegründet. Sie ist eine von zwei Universitäten, die die Bundeswehr zur Ausbildung ihrer Offiziersanwärter und jungen Offiziere hat. Die Universität gehört zum zivilen Organisationsbereich Personal und ist dem Bundesministerium der Verteidigung zugeordnet. Die UniBw M hat am 11.08.2020 ein neues "Zentrum für Digitalisierungs- und Technologieforschung der Bundeswehr" (kurz dtec.bw) gegründet. dtec.bw ist Bestandteil des Konjunkturprogrammes der Bundesregierung zur Überwindung der COVID-19 Krise und wird über das Bundesministerium der Verteidigung (BMVg) mit Forschungsmitteln aus dem Konjunkturprogramm ausgestattet. Mit der Aufnahme in den Deutschen Aufbau- und Resilienzplan (DARP) wird dtec.bw von der Europäischen Union - NextGenerationEU finanziert. Das Forschungsprojekt "Seamless Radio Access Networks for Internet of Space" (SeRANIS) wurde vom BMVg genehmigt und soll nun realisiert werden. Im Rahmen von SeRANIS soll ein Experimentalsatellit im LEO entstehen. Das Projekt SeRANIS wird durch dtec.bw gefördert. Gegenstand des Auftrags ist die Bereitstellung von zwei Cubesat-Satelliten und die Vorbereitung einer Kleinsatellitenmission. Durch diese Kleinsatellitenmission möchte die UniBw M Teile der Experimentalnutzlast zusätzlich qualifizieren und testen. Mit den zwei entwickelten und bereitgestellten Cubesats sowie der Vorbereitung des Missionsbetriebs durch den Auftragnehmer führt die UniBw M anschließend eine vollständige Mission durch. Der Auftragnehmer muss die Kleinsatellitenmission vorbereiten. Dazu muss der Auftragnehmer mehrere Experimentalnutzlasten des Auftraggebers auf zwei Kleinsatelliten integrieren und einen Betrieb im Low Earth Orbit (LEO) ermöglichen. Der Auftragnehmer muss insbesondere folgende Leistungen erbringen: - die Herstellung und Lieferung von zwei Satellitenplattformen, - die Integration mehrerer Experimentalnutzlasten des AG in die Satellitenplattformen, - die Auswahl und Beauftragung eines geeigneten Startunternehmens, - die Beauftragung der erforderlichen Bodenelemente, mit Ausnahme des Experimentkontrollzentrums des Auftraggebers, - Softwarekonfigurationen und Durchführung von Funktionstests der Bodenelemente, - Trainingsmaßnahmen für das Personal im Experimentalkontrollzentrum des Auftraggebers.
