Description

Gegenstand der Ausschreibung sind Projektmanagementleistungen für den Krankenhausneubau am Standort Nordstadt Singen (kurz: Krankenhausneubau GLKN). Benötigt wird die Projektsteuerung sowie optional einzelne Projektleitungsleistungen zur Unterstützung der eigenen, im Aufbau befindlichen Projektleitung des Auftraggebers. Die Leistungen zur Projektsteuerung richten sich nach den Grundleistungen der AHO-Heft Nr. 9 - Projektmanagement in der Bau- und Immobilienwirtschaft, 6. Auflage 2025, und sind gemäß dortigem Anhang B stufengegliedert und nach Handlungsbereichen beschrieben. Teilweise sind Grundleistungen wegen der Besonderheiten des Projektabwicklungsmodells nicht oder nur eingeschränkt zu erbringen. Vereinzelt sind zusätzliche Leistungen ergänzt. Aufgrund der Besonderheiten des Projektabwicklungsmodells ist die Projektstufe II aufgeteilt in Projektstufe IIa und Projektstufe IIb (siehe Ziff. 2.3 des Anschreibens). Die Leistungen zur Projektleitung sind in diese Gliederung eingefügt. Aufgrund der benötigten Leistungen eines Projektmanagement, d.h. einer Projektsteuerung mit teilweiser Erweiterung um Leistungen der Projektleitung, setzt der Auftrag sehr erfahrene Projektmanager voraus, die ihre Kompetenz als Projektsteuerer und Projektmanager in verschiedenen Funktionen erworben haben. Das Projektmanagementteam sollte neben einer umfangreichen Grundlagenkompetenz (Management, Projektumfeld, Stakeholder, projektspezifische Resilienz, Normen/Richtlinien), Methodenkompetenz (Projektstrukturierung, Ablauf- und Terminmanagement, Kostenmanagement etc.), Organisationskompetenz (Unternehmens-/Projektorganisation, Qualitätsmanagement, Vertragsmanagement, Änderungs- und Entscheidungsmanagement etc.) auch über eine ausreichende Sozial- und Führungskompetenz verfügen. Mit dem Zuschlag sind zunächst nur Leistungen für die Projektsteuerung der Projektstufe I und IIa beauftragt. Die Leistungen der Projektstufe IIb sowie der weiteren Projektstufen werden im Sinne eines Stufenvertrags sukzessive abgerufen. Die Leistungen zur Projektleitung werden optional nach den Bedarfen des Projekts abgerufen (siehe Ziff. 2.5 des Anschreibens).
