Description

Nach Aufhebung des Vergabeverfahrens ZVS 2025 0172 schreibt die Stadt Bielefeld die Leistungen im Rahmen der Stadterneuerungsmaßnahme "Soziale Stadt Baumheide - Neue Mitte Baumheide" erneut aus. Der Stadtteil Baumheide liegt im östlichen Stadtgebiet Bielefelds und steht vor größeren räumlichen und sozialen Entwicklungsaufgaben, die einen qualifizierten städtebaulichen Handlungsbedarf i.S. des § 171 e BauGB (Maßnahmen der Sozialen Stadt) begründen. Um diesen Aufgaben gerecht zu werden, wurde ein integriertes städtebauliches Entwicklungskonzept (INSEK) für Baumheide erarbeitet. 2017 wurde das INSEK Baumheide vom Rat der Stadt Bielefeld beschlossen und gemäß § 171e Abs. 3 BauGB ein Gebiet der Sozialen Stadt festgelegt (s. Abb. 1). Aufgrund der neuen Städtebauförderrichtlinie (2023) wird das INSEK Baumheide in 2026 neu aufgestellt. Baumheide ist ein heterogener Stadtteil. Das Stadterneuerungsgebiet umfasst insgesamt eine Fläche von rd. 4,35 km2 mit rd. 8.000 Einwohner*innen. Einen Kernbereich stellt das Stadtteilzentrum rund um das Freizeitzentrum dar, welches verschiedenste städtebauliche Problemlagen aufweist. Eine zentrale Maßnahme des INSEK Baumheide ist die Entwicklung und Umgestaltung der "Neuen Mitte Baumheide". Durch die Maßnahme soll der öffentliche Raum rund um das Freizeitzentrum Baumheide (FZZ), den Marktkauf und die Stadtbahnhaltestelle im Zentrum des Stadtteils neu definiert und aufgewertet werden. Geplant ist eine nachhaltige Weiterentwicklung des Areals, u.a. durch die Aufwertung der Freiräume für mehr Aufenthaltsqualität, die Neugestaltung der Stadtbahnhaltestelle und der Schaffung einer Mobilitätsstation am Rabenhof, mit dem Ziel, das Stadtteilzentrum für Alle erlebbarer zu gestalten sowie Angsträume und Barrieren abzubauen.
