Description

Gegenstand der Ausschreibung ist die Bereitstellung einer mandantenfähigen Software-as-a-Service (SaaS)-Lösung für die On-Demand-Verkehre SSB Flex und VVS-Rider in der Region Stuttgart. Die Lösung umfasst ein gemeinsames Hintergrundsystem sowie zwei White-Label-Frontends (Endkunden-Apps), gebrandet für SSB und VVS, eine Fahrpersonal-App und eine Master-App für die Leitstelle. Ziel ist die Fortführung und Weiterentwicklung der bestehenden On-Demand-Angebote als Ergänzung zum öffentlichen Personennahverkehr (ÖPNV). Die Software muss folgende Kernfunktionen bereitstellen: • Endkunden-Apps (iOS/Android) zur Buchung von Fahrten, inkl. Echtzeit-Routenplanung, intermodale Verbindungen (ODV und ÖPNV), Tarifberechnung, Zahlungsabwicklung (Integration LOGPAY), Gutscheinverwaltung und barrierefreier Nutzung gemäß BITV 2.0. • Fahrpersonal-App für Navigation, Auftragsmanagement und Kommunikation mit der Leitstelle. • Master-App für Disposition, Echtzeitüberwachung, Reporting und KPI-Auswertung. Mandantenfähigkeit und ein differenziertes Rollenkonzept sind erforderlich. • Integration des zentralen Kundenzugangs (zKZ) der SSB für Registrierung, Authentifizierung (Single Sign-on) und Stammdatenverwaltung. • Schnittstellen zu externen Systemen, u. a. VVS-Fahrplanauskunft (EFA-JSON), Personaldisposition (PERDIS), CRM (Microsoft Dynamics) sowie zu Zahlungs- und Gutscheinmodulen. Die Lösung muss eine hohe Skalierbarkeit und Verfügbarkeit (24/7) gewährleisten, den Betrieb in allen definierten Bediengebieten ermöglichen und zukünftige Erweiterungen (z. B. autonome Fahrzeuge, neue Verkehrsräume) unterstützen. Sicherheits- und Datenschutzanforderungen gemäß DSGVO, ISO/IEC 27001 und BSI C5 sind einzuhalten. Die Datenhaltung erfolgt ausschließlich innerhalb der EU, bevorzugt in Deutschland. Weitere Anforderungen: • Mandantenparametrierung für getrennte Betriebslogiken von SSB Flex und VVS-Rider. • Unterstützung von Pooling, virtuellen Haltestellen (mind. 6.000 Stück pro Service), dynamischer Disposition und Anschlusssicherung. • Bereitstellung umfassender Reporting- und Exportfunktionen (CSV/XML/JSON) sowie revisionssicherer Archivierung nach GoBD. • Regelmäßige Updates, Supportleistungen und Schulungen für Fahrpersonal, Leitstelle und Kundenservice. Die Vertragslaufzeit beträgt vier Jahre mit optionaler Verlängerung bis maximal acht Jahre. Die Abrechnung erfolgt mandantenspezifisch. Ziel ist ein nutzerfreundliches, leistungsfähiges und zukunftsfähiges System, das die Mobilität in Stuttgart und der Region nachhaltig verbessert.
