Das RZF NRW schreibt einen Rahmenvertrag über die Abholung, Beförderung und Zustellung von Postsendungen im Sinne des § 3 Postgesetz (PostG) aus. Sollte eine Zustellung nicht möglich sein, muss sichergestellt sein, dass die Rückübermittlung der Postsendungen an den Absender erfolgt (Oberfinanzdirektion, Finanzministerium oder Finanzamt). Ziel der Ausschreibung bzw. des Rahmenvertrags ist eine sichere, rechtskonforme, effektive, ökonomische und ökologische Leistungserbringung durch den Auftragnehmer. Die Laufzeit des Rahmenvertrags beginnt am 4. Januar 2027 und umfasst einen Zeitraum von zwei Jahren. Des Weiteren behält sich der Auftraggeber die Option vor, den Rahmenvertrag um maximal zwei weitere Jahre zu verlängern (vgl. § 5 des Rahmenvertrags). Das voraussichtliche Aufkommen pro Jahr beläuft sich auf ca. 25 Mio. Briefsendungen. Ein geringer Teil der Sendungen geht ins Ausland (ca. 1-2 %). Durch Schwankungen im Tagesgeschäft kann es vorkommen, dass ein Sendungsaufkommen an einzelnen Tagen von ca. 1 Mio. Sendungen erreicht wird. Gegenstand des Auftrags ist die Abholung und Beförderung von Briefpostsendungen, ggf. inkl. Zusatzleistungen, und deren Zustellung an den Empfänger. Die Sendungen werden vom Auf traggeber frankiert und kuvertiert bereitgestellt (DV-Frankierung mit POSY-Outputfactory), je Produkt aufbereitet, nach Leitregionen sortiert und in gelabelten Transportbehältern (Infoträgern) übergeben. Etwaige Kosten für eine Anpassung der aktuellen Software - z.B. mit Blick auf die Sortierungskriterien der Sendungen des Auftragnehmers - trägt dieser selbst. Die Kosten für die Lizenzen trägt der Auftraggeber.
