Gegenstand dieser Vergabe sind Verkehrsdienstleistungen im SPNV im Zuständigkeitsbereich des SPNV-Aufgabenträgers auf der Basis eines Bruttoverkehrsvertrages für dem Vergabeverfahren ‚Dürener Stern‘ (RB 21, RB 23, RB 28) für einen Zeitraum ab dem internationalen Fahrplanwechsel im Dezember 2026, voraussichtlich am 13.12.2026. Der Verkehrsvertrag hat eine Grundlaufzeit von 11 Jahren, beginnend vom 13.12.2026 bis zum 12.12.2037. Zudem hat der SPNV-Aufgabenträger das Recht, drei je einjährige Verlängerungsoptionen einseitig auszuüben. Der Verkehrsvertrag endet somit spätestens zum internationalen Fahrplanwechsel im Dezember 2040, voraussichtlich am 08.12.2040. Die Vergabeunterlagen werden daher einen Verhandlungsvorbehalt für eine weitere Verlängerung der Leistung enthalten, wenn dies aufgrund der anstehenden Weiterentwicklung des 'Dürener Stern' und deren Zeitschiene erforderlich werden sollte. Der ‚Dürener Stern‘ setzt sich aus folgenden Linien samt deren Streckenverlauf zusammen: RB 21: Düren - Jülich - Linnich (- Hückelhoven-Baal), RB 23: Düren - Untermaubach - Heimbach (Eifel) und RB 28: Düren - Zülpich - Euskirchen. Die Verkehrsdienstleistungen umfassen zu Beginn der Vertragslaufzeit (Betriebsprogramm 1) rund 1,4 Mio. Zkm pro Normjahr. Voraussichtlich ab dem internationalen Fahrplanwechsel im Dezember 2027 (Betriebsprogramm 2) soll die RB 21 im 30-Minuten-Takt zwischen Düren und Linnich verkehren, entsprechend umfassen dann die Verkehrsdienstleistungen rund 1,5 Mio. Zkm pro Normjahr. Voraussichtlich ab dem internationalen Fahrplanwechsel im Dezember 2030 (Betriebsprogramm 3) sollen die "Kurzläufer" der RB 23 von Untermachbach-Schlagstein nach Abenden verlängert werden, entsprechend umfassen dann die Verkehrsdienstleistungen rund 1,6 Mio. Zkm pro Normjahr. Voraussichtlich ab dem internationalen Fahrplanwechsel im Dezember 2032 (Betriebsprogramm 4) soll die Reaktivierung des Streckenabschnitts Linnich - Hückelhoven-Baal auf der RB 21 erfolgen, hierdurch entstehen weitere rund 0,13 Mio. Zkm pro Normjahr zusätzlich. Voraussichtlich ab dem internationalen Fahrplanwechsel im Dezember 2035 (Betriebsprogramm 5) soll die RB 28 zwischen Düren und Euskirchen elektrifiziert werden, die dann durch die 'die euregiobahn' (RB 20) elektrisch betrieben werden soll. Hierdurch reduziert sich das Angebot auf rund 1,3 Mio. Zkm pro Normjahr. Vergabe von Verkehrsdienstleistungen im SPNV auf dem ‚Dürener Stern‘ (RB 21, RB 23, RB 28) auf der Basis eines Bruttoverkehrsvertrages.
