Verkehrsdurchführung für die Allgemeinheit: Personenbeförderung im Schienenpersonennahverkehr (SPNV) zum Betrieb der Linien RE 10 (Düsseldorf - Kleve) und RB 37 (Neuss - Geldern). Die Betriebsaufnahme erfolgt für die Linie RE 10 zum Fahrplanwechsel im Dezember 2028 und für die Linie RB 37 zum Fahrplanwechsel im Juni 2029. Der Betrieb endet für alle Linien zum Fahrplanwechsel im Dezember 2038. Das Leistungsvolumen umfasst ca. 2,7 Mio. ZugKm p.a. nach Betriebsaufnahme aller Linien. Der ZV VRR Eigenbetrieb Fahrzeuge und Infrastruktur, Augustastraße 1, 45879 Gelsenkirchen (nachfolgend: ZV VRR FaIn-EB) und der Zweckverband Nahverkehr Westfalen-Lippe Eigenbetrieb Infrastruktur und Fahrzeuge (EBINFA-NWL), Bahnhofstraße 48, 59423 Unna stellen die für die Durchführung des Betriebsprogramm notwendigen Fahrzeuge (BEMU) dauerhaft betriebsbereit zur Verfügung.
